`docs/chapter-outline.md`
Downstream deliverable, built from the synopsis and the locked Synopsis handoff in the overview. It is a scene architecture, not prose: each chapter names its POV, location, the concrete events, the required beat / seed / payoff it carries, any artifact, and what it withholds (its epistemic job — the gaps between chapters are where the reader assembles what no character knows). Reorder and resize freely while drafting; the novel outranks the outline (Law 1).
Shape: 5 acts (= the five movements: Beginning · Complication · Discovery · Integration · Resolution), 28 chapters. POV is locked (Writing Style): third limited, tiered — Lena primary + Arin + Jun, everyone else external, Varik never POV, Arin's POV emergent (staying-as-texture; the depth-web coheres before he names it). Acts I and V are Lena-only; Arin and Jun cluster in the middle.
Emotional staircase (the reader's felt experience, act by act): I "Oh no." → II "They're blaming the wrong people." → III "Everyone's wrong — but everyone's seeing something." → IV "They're actually going to build something new." → V "Oh… that's what the relay really was." The staircase names what the reader feels; the Constitution's reader-transformation table names how the reader's understanding changes (from "I know what's happening" toward "I've been thinking about problems the wrong way"). The outline must satisfy both — every act should advance the feeling and the shift in how the reader frames the problem.
Word budget & act weighting
The book runs to roughly 100,000 words. The acts are deliberately uneven: II and IV carry the most weight (the wrong story becoming useful; integration becoming dramatic instead of conceptual), while V stays lean because the climax has already done the deep synthesis — the ending should circulate, widen, and release, not over-explain. Don't make the acts uniform.
How to use it: chapters flex; acts hold the line. Draft each chapter to its scene, not to a number — then sum the act and check it against the range below. If an act runs long or short, rebalance within the act (compress or grow the weakest chapter) before borrowing from another act. The ranges are a tripwire, not a quota: the novel outranks the budget (Law 1).
Author preference — overage is welcome. Running slightly over a range is fine, and generally a good thing: prefer the fuller scene to the thinner one. Treat the ranges as floors with soft ceilings — a modest overshoot (roughly up to ~10% past the top) counts as healthy, not a problem to trim. Only push back when a chapter is over because it's over-explaining (re-arguing what a scene already earned), never merely because it's long. Underwriting is the failure mode to worry about; overage is not.

Calibration chapters are sized to their job — a chapter is allowed to be a set-piece or a quick beat, so per-chapter targets vary around the act average:

Tracking. As chapters are drafted, sum each act and compare to its range. An act is on target when its total lands inside the range or modestly above it (see the overage-is-welcome note above) — a slight overshoot is healthy, not a miss. Flag for attention only when an act runs under its range, or when length comes from over-explanation rather than scene. Update this table as drafting proceeds.

Act I — The Absence (Beginning)
Job: establish Lena, the world, and the wound; make the silence frightening. Lena's reason: "I'm trying to get home." Feel: Oh no. POV: Lena throughout. Arin is present only through Lena's longing (his POV opens in Act III).
Ch 1 — Suspended Pending Review · Lena · the Ribbon / Vesper. A routine crossing shows Lena at her work — she notices (a manifest's seam, a frightened passenger), rendered as a courier's instinct, not stated wisdom. Then the gate at Vesper goes dark: a posted notice, no who, no why, no when. Everyone shrugs and settles in to wait; Lena can't send her brother on the far side so much as a word. Carries: opening hook; Lena's gift = attention (instinct, not omniscience); the suspension-bulletin motif (to be answered in Ch 28). Artifact: the suspension bulletin (ephemeral). Withholds: the cause; whether Arin is safe.
Ch 2 — No One Has One · Lena · the Ribbon, offices and platforms. Lena does the thing couriers never do with a sealed gate — she goes looking for the reason, and finds that no one has one, which frightens her more than it frightens anyone else. Early brush with Jun: glimpsed near the platform or in a public feed, already fascinated by how the stories about the closure are forming faster than facts. Carries: Jun seed (Act I brush, per outline-stage note). Withholds: that the cause is non-local; Jun's significance.
Ch 3 — The Slow Way · Lena · the Ribbon → the routes between gates. The Tarn and the sibling bond established through Lena's memory and fear (Arin who stayed; she who left; each privately sure the other took the easier road). She learns Vesper won't simply reopen and commits to reaching Arin the slow way — by ship, the long route around a dark gate. Carries: sibling spine; two speeds of travel introduced; Arin kept alive via Lena's interior. Withholds: what Arin is doing on the far side.
Ch 4 — More Gates · Lena · a second world. It isn't just Vesper — a second gate falters, then a third. The first rumor begins to take shape: sabotage. Early brush with Sera: glimpsed helping stranded people to shelter before Lena knows her name — calm in a place where no one else is. Carries: Sera seed (Act I brush); the failure going systemic. Withholds: that there is no villain.
Ch 5 — The Size of It · Lena · crossing out. Lena crosses out the slow way and the scale of what's failing lands — a thousand worlds, seven centuries deep, and no one minding the whole. Act closes on dread: this is not a glitch. Carries: the Oh no button; transition to the journey. Withholds: everything about why.
Act II — The Cascade (Complication)
Job: the wrong story wins because it works; surround Lena with people who won't help and two tempting wrong answers. Lena's reason: "I have to find Arin." Feel: They're blaming the wrong people. POV: Lena, with one Jun chapter. Every encounter creates a new problem, not a fragment.
Ch 6 — Stranger and Larger · Lena · several worlds (wonder beats). The sabotage story spreads ahead of Lena as she crosses world after world: the weightless market (a vendor walking the air), the people who navigate by sound. Hauling freight, she'd stopped seeing how vast the thing she belonged to was; now she can't stop. (Wonder beats = environmental/cultural worldbuilding, not the two non-human species.) Carries: wonder/scale; the "impossibly large" line. Withholds: the cause still invisible.
Ch 7 — Arguing With a Miracle · Lena · a saved town. On one world, acting on the sabotage theory saves a town — a route closed in time, people who'd have died don't. Lena tries to explain why the theory is wrong and sounds exactly like a crank arguing with a miracle. They stop listening; she's denied passage and has to barter her way out. Carries: the sabotage story works (the reader feels the uncertainty); Lena denied passage (scene conflict). Marks her: she starts to doubt her own judgment. Withholds: why the theory is locally true and globally wrong.
Ch 8 — The Docks · Lena · a trade world. The same story curdled: traders from a "separatist" world dragged off the docks, goods seized, a crowd deciding whether to do something ugly. Lena gets two of them clear. Nadi refuses to fly her anywhere that doesn't pay — people have to eat, and Lena's questions feed no one. Carries: crowd-nearly-attacks (scene conflict); Nadi refuses (scene conflict). Marks her: she turns morally angry. Withholds: the real cause; what Nadi's route data could show. (Drafting: Nadi's first on-page appearance, but she is the best rim pilot Lena knows — seeded by name in Ch 3 as the pilot Lena wanted for the slow run but couldn't get, off on the drift markets. The docks here are those drift markets; Lena has caught up to her, and the one pilot she was counting on still refuses. Nadi stays external — never POV.)
Ch 9 — The Best Man in the Room · Lena · a station near a riot. Varik arrives where relief is stranded and families haven't eaten — talks the crowd down, gets the convoy moving, remembers names, eats with them. He is right, and they'd follow him anywhere. In the same crowd a chorus-culture delegation (one of the two non-human species) does what it always does — deliberates in many overlapping voices, no single spokesperson — and finds his lone, certain voice faintly indecent; their quiet unease is the first counter to him. Lena feels the pull even as she watches him slam a door on every question that still mattered. Carries: Varik introduced through action; his certainty works short-term; first concrete appearance of the chorus-culture species — texture, not plot, and an anti-essentialist contrast to Varik (a people, not a "wise species"). Marks her: she is attracted to certainty — she wants him to be right. Withholds: the long-term cost of premature certainty. (Varik stays external — never POV.) (Drafting: Varik's "cutting threads" framing is the sabotage story already seeded Ch 4 → Ch 6–8; Lena's established doubt, esp. Ch 7, is what lets her resist him here — keep that thread legible upstream so the speech doesn't arrive fully formed.)
Ch 10 — Kind and Not Enough · Lena · a half-emptied world (the Pilgrim Road). Sera proper: the pilgrim walking the displaced shelter to shelter, who when asked what to do only says the people will hold; trust them to carry each other. Lena wants to believe her and can't. Two answers now — Varik's (certain and wrong) and Sera's (kind and not enough). First faint word of lists traded by people past the dark gate. Carries: the Varik/Sera/Lena triangle; Arin seed #1 (the lists). Marks her: she wants Sera to be right. Withholds: who is making the lists.
Ch 11 — The Caveats · Jun POV · a feed-hub world. Inside Jun: years measuring how rumors move, watching the sabotage belief outrun every fact behind it. He won't publish what his numbers are telling him — being unsure in public ends careers — and then his hedged, half-finished work turns up stripped of every doubt on Varik's banners. He has to live with what his caution helped build. Carries: Jun POV (first); his rigor weaponized. Withholds: that the belief, not a saboteur, is the story. (Belief travels faster than fact, shown from inside.)
Ch 12 — One Answer, Today · Lena · a world where a route fails. A route Lena cleared herself fails; the people on it don't come back. Varik says the thing she's most afraid of wanting to hear — enough questions, enough waiting, one answer, today — and, exhausted, for one moment she almost says yes. The lists surface again, and stay with her like a half-heard name. Carries: the low point ("Lena almost believes him"); Arin seed #2. Marks her: she nearly breaks. Withholds: the answer she can't yet imagine.
Act III — The Fragments (Discovery)
Job: turn "who did this" into "how did we stop being able to see"; every world right about something and blind to the rest. Lena's reason: "I need to understand." Feel: Everyone's wrong — but everyone's seeing something. POV: Lena, with Arin's POV opening here (emergent).
Ch 13 — The Vellum Moon · Lena · Vellum. Records lead Lena to Toma, who has spent his life keeping what the network throws away. Together they find what looks like proof: whole institutions simply gone from the record. Toma is sure it's a cover-up — he needs it to be, because that means someone to blame and something to put back. Carries: the conspiracy reading (a locally reasonable, emotionally satisfying, ultimately incomplete explanation). Artifact: the archive / a scrubbed register (persistent). Withholds: that no one erased anything.
Ch 14 — No One Erased It · Lena · Vellum. Veya says the unbearable thing, plainly and with grief: "No one erased it. They simply stopped doing it, so gradually that no one noticed, and because no one ever wrote down how it worked, there was no hole left behind to find." The closures are a symptom; the network failed because everyone assumed someone else was still paying attention. The book's hinge. Carries: the canonical purge-misread reframe (loss, not exposition). Withholds: what to do about a failure with no culprit.
Ch 15 — What Staying Sees · Arin POV (first) · the Tarn. Inside Arin: the dignity and loneliness of staying; the lake out of season, a tide arriving wrong; the small, quiet habit of comparing what he notices with a few others who never leave. He does not think of it as building a "web." Staying as texture. Carries: Arin POV opens (emergent); the watcher lists shown from the inside as a living practice. Withholds: that this is half a relay; that Lena is coming.
Ch 16 — The Fixes Nobody Logged · Lena · Cai's world. Cai swears the machinery is sound — and won't admit how many small, undocumented fixes he and every keeper make in a year, fixes once shared and now drifting. Through him the failure mechanism becomes legible: worlds correcting locally and blind, each undoing the others. A living line like Cai→Lio is proof some local lines survived, not that the system still works. Alongside him works a reviser-culture clerk (the second non-human species), whose palimpsest logs keep every change rather than a clean conclusion — a different, equally partial way of holding knowledge, neither the failure's cause nor its cure. Carries: failure mechanism made human; the surviving-local-line clarification; first concrete appearance of the reviser species — texture, explicitly not the culprit. Artifact: keeper logs / maintenance symbols (persistent); a reviser palimpsest. Withholds: that the corrections could be made visible to each other.
Ch 17 — Holding Is Not Enough · Lena · a stranded world (Sera's Discovery beat). Lena finds a community holding together better than any she's seen — sharing, minding each other's children, refusing to scapegoat the trapped traders — and the gate above them goes dark all the same. The best argument for Sera and the proof she's not enough in one breath. Lena realizes she stopped carrying freight long ago and started carrying contradictions. Carries: Sera's Discovery beat (a new problem, not a fragment); "carrying contradictions." Withholds: the form that would let holding become adaptation.
Ch 18 — Whose Hand · Lena · the slow routes. The thread pulls taut: the lists aren't random rumor. Someone past the dark gate has been stitching the people who never travel into something — and Lena knows whose hand it is before anyone tells her. While she moved, Arin stayed and built. Act closes on recognition and resolve: bring them all together. Carries: the Arin recognition (seed → payoff: recognition, not surprise); the two halves named for the reader. Withholds: whether they can be made to cohere.
Act IV — Integration (the invention)
Job: the climax — not a reveal, not a rescue, an invention every participant must abandon a conviction to reach. Transformation, not contribution: if the abandonments aren't visible on the page, the scene reads as a brilliant facilitation meeting where the right artifact happens to emerge — which is exactly the failure the book exists to avoid. So the integration gets room to breathe (six chapters), and Jun's intellectual surrender is bracketed by Lena's emotional turn. Lena's reason: "Someone has to carry these observations." Feel: They're actually going to build something new. POV: Lena, with one Arin and one Jun chapter. Varik is not at the table.
Ch 19 — The Slow Convergence · Lena · toward dark Vesper. The hard, unglamorous work of getting them all to one place — the dead Vesper gatehouse, reachable only the slow way. Lena's carriers come overland; word goes to the far side for Arin's stayers. Vesper is chosen because it is dark: the one place both halves can reach that belongs to neither. Carries: climax geography (two speeds of travel); the wound becomes the workshop. Withholds: whether the meeting will hold.
Ch 20 — The Far Side Comes · Arin POV (second) · the Tarn → around the dark gate. Arin brings what he's made out into the world it never leaves; the loneliness of staying turned, at last, outward. The sibling approach from his side — staying revealed as its own kind of building. Carries: the Stay leg arriving as co-creator (not victim); Arin's vindication seeded. Drafting note: Arin must not internally conceptualize what he's built as "the depth-web" or "the Stay-side half of the Relay" (that is outline shorthand only). He thinks in people, places, habits, names, weather, water, and messages — the naming is the reader's to do, at convergence. Withholds: the reunion's shape.
Ch 21 — The Room · Lena · the Vesper gatehouse. Pure collision; no solution yet. Everyone is physically present, Arin and his stayers included. Cai wants to hold the line; Nadi to keep things moving; Toma the old way back; Sera to stop engineering and trust people; Veya to let it die with dignity; Jun wants someone, finally, in charge of knowing; Arin holds that what staying knows is the only knowledge worth the name. Every one of them is right; every one is halfway out the door. Carries: the opposed-positions collision (scene conflict); Arin explicitly in the room (the Move/Stay fusion needs both halves present). Withholds: the third thing none of them proposed.
Ch 22 — What They Refuse to Give Up · Lena · the gatehouse. The chapter of visible abandonments — integration is transformation, so each gives something up on the page, not by implication: Cai releases preservation-as-continuity; Nadi releases motion-as-survival (her route data is worth more shared than sold); Toma releases restoration; Sera releases trust-without-structure; Veya releases dignified letting-go; Arin releases the belief that staying is enough if what it knows never travels. And Lena releases the conviction she must carry it all alone — the emotional turn of her whole arc: carrying becomes shared. Carries: each participant's abandonment beat (transformation, not contribution); Lena's emotional thesis dramatized (carrying becomes shared) — the bracket before Jun's surrender, kept inside Lena so the culmination of her arc stays hers. Marks her: she stops being the sole carrier. Withholds: the form the shared carrying will take.
Ch 23 — No Center · Jun POV (second) · the gatehouse. The intellectual surrender, kept central but no longer the only one dramatized: Jun, who most wants a single mind that sees all, gives up the dream of the central model and accepts a method that produces sight without a center. From inside him the turn lands — the two halves are one broken thing; no one can hold it, and that is the point. Carries: the centralize→distributed abandonment (intellectual); the two-halves recognition. Withholds: the object that makes it real.
Ch 24 — The First One · Lena · the dead gate. Opens with the turn still warm in Lena — for the first time she is not carrying it alone (the bracket after Jun). Then the invention, almost embarrassingly small: they take an ordinary courier manifest and, below the cargo, each writes what they've seen go wrong, with the rule that whoever carries it next must add before passing it on — the courier manifest (Move) fused with the watcher list (Stay). Made in the open by several hands who were screaming at each other an hour before. The handoff — receive · carry · pass — and Cai teaching Lio become the template. Carries: the open manifest (the climax; the fusion of two half-artifacts); apprenticeship template; the derivability test (unforeseeable in advance, inevitable in hindsight); Lena's warm aftermath (bracket close). Artifact: the first open manifest (living). Withholds: whether it will spread or die.
Act V — The Relay (Resolution)
Job: adaptation without certainty; the relay continues without its hero; the mystery gets larger. Lena's reason: "We all do." Feel: That's what the relay really was. POV: Lena throughout.
Ch 25 — Coming Back Around · Lena · the routes. At first it changes nothing. Then the manifests come back, and the notes begin to touch: a keeper reads what a keeper three gates away wrote and sees they've been undoing each other for years; Toma matches a wrong lake to a fix logged nowhere. The contradictions resolve into one picture — no saboteur, no single part — and the manifests don't repair the gates, they let the people who repair the gates finally see each other. One stubborn crossing at a time, the gates begin to hold. Carries: the causal payoff (restored circulation, not central repair). Withholds: that nothing is guaranteed.
Ch 26 — The Same Ground · Lena · the Tarn / a meeting point. Lena and Arin finally stand on the same ground. It isn't a rescue; it never was — two people who each spent a lifetime sure the other took the easier road, finding they'd each carried half of the same weight. The Move/Stay exchange at human scale. Carries: the reunion (not a rescue); sibling spine resolved. Withholds: whether the practice outlasts the crisis.
Ch 27 — Who Has the Word From the Tarn · Lena · spreading worlds. It spreads one stubborn convert at a time, and it is Sera who carries it — the pilgrim who told people to trust each other now handing them something to trust each other with. And Varik fades, dramatized: he gives one more clear, comforting answer; people still like him — and then turn back to the manifests and the watchers, and someone claps him on the shoulder and asks the room, "Who's got the word in from the Tarn?" Not exposed, not beaten — displaced by a better way of knowing. Carries: Sera's payoff (faith given structure); Varik's dramatized fade. Withholds: nothing about Varik — the point is the absence of drama.
Ch 28 — It Goes On Without Her · Lena · a gate. The widening, easy to miss: one returning manifest carries an observation that fits none of the patterns they just learned to read — not a crisis, not a sequel hook, only a reminder that what they built was never a cure but a way of staying able to learn. The suspension-bulletin motif answered — a notice that carries meaning again. The last thing we see isn't Lena: it's a kid taking a manifest from someone's hand and stepping through a gate, while Lena, for the first time, stands still, hands empty, and watches it go on without her. Carries: the required widening beat; the circulation final image; the bulletin motif closed; the ending increases mystery. Artifact: the answered bulletin; the carried manifest. Withholds: on purpose — the civilization stays larger than anyone in it.

Appendix B — POV ledger
- Lena (primary): 1–10, 12, 13, 14, 16, 17, 18, 19, 21, 22, 24, 25, 26, 27, 28 — 24 chapters (~86%). Clearly dominant; Acts I and V entirely hers, and she keeps the emotional turn of the climax (Ch 22) even though Jun keeps the intellectual one (Ch 23).
- Arin (secondary, emergent): 15, 20 — opens mid-book, staying-as-texture; sustained elsewhere through Lena's interior (Chs 3, 18, 26), per the "long shadow while offstage" rule.
- Jun (limited third): 11, 23 — the belief-cascade tragedy and the centralize→distributed abandonment, the two interiors that can't be carried from outside.
- External only (never POV): Varik (locked), Cai, Nadi, Toma, Sera, Veya, Lio.
- Guard: one POV per scene; choose POV by whose partial knowledge best withholds the rest; never map a POV chapter one-to-one onto a single "fragment."
