Where the Constraint Went

History makes the shifted bottleneck legible.

Acceleration is not new. Factories, aircraft, launch vehicles, and control rooms learned this long before software dashboards did. What repeats is the second design problem created by every gain: the scarce work moves somewhere else—into supervision, supply, memory, authorization, or comprehension—and institutions must decide whether to notice.

Each chapter in this part follows a single instrument or system that genuinely changed what was possible: a stopwatch at Bethlehem Steel, a moving chain at Highland Park, a preflight card at Wright Field, a launch date at Kennedy Space Center, an alarm panel at Three Mile Island. Each case shows the gain first, because the gain was real. Lower assembly time, broader access to automobiles, safer aircraft, coordinated space exploration, instrumented power plants—these are not debatable. What is easy to miss, in each case, is the second problem the gain created, and where the unfinished work went.

The chapters that follow do not claim that today's tools are identical to yesterday's machines. They ask what became faster, where the constraint went, who absorbed the displaced work, why the new constraint was easy to miss, and what mechanisms later made it manageable again.

Challenger and Three Mile Island sit near the center of this part for a reason. In one, the institution could not authorize the warning. In the other, the system could not make the warning intelligible. Different failures. The same underlying question: what happens to judgment when speed relocates the constraint?
